  * level 20
  * item tier
    * l1 blue
    * l5 green
    * l10 yellow
    * l15 orange
    * l20 purple
  * sigil and rune slot based
  * remove stats from sigil/runes
  * combine runes 6->1
  * remove current tri stat system
  * remove stats from weapons and armor
  * make trinkets only source for stats
  * make each trinket boost a single stat
  * so you can mix 6 different slots with stats to own taste
  * make 2 of each stat trinket
  * make similar stat item not stack
  * so you can max 2 of a single stat
  * base each stat on 1/6 of total pvp trinket
  * adjust down for lower quality
  * set lvl 80 stats from level 1
  * remove scaling
  * have traits, item quality, and build be the advancement not stats
  * will make characters feel weak in higher level areas but not helpless
